I went to take a pic of my cousins Kawi today, but it's been buried under assorted crap.
That is the same set up as your describing. The right side of the swing arm was around a 1/2" thick originally.
We got some 1 3/4" OD 1/8" wall tube and cut some 1 1/2" long slices of it, then made some "washers" out of some 1/4" cold rolled plate that with a 1 3/4" hole saw using the bit the saw cuts out.
Welded those to the end of the 1 3/4" tube, cleaned the welds up flush, and knocked the hole in the washers out to the size of the axle (20mm?) usnig a 3/4" drill followed by an on size reamer.
Used them instead of axle plates. They'll get aluminium blanking plugs in them to hide the axle hardware once it's all done.
You can "steal" a little off of the spacer too and use slightly thicker plates, but with an on size hole, you've got a lot more contact area than you get with a slot, so the 1/4" seems to work fine.
Welding distortion could fuck you up there though....
