i need to know if the rear axle is suppose to beable to turn when its tightened down or if it should not. my axle turns when i tighten it down. i jst need to know if i have a problem or i dont

No, it should not turn.
Check your spacers.

Sounds like your running out of thread, are you using a washer?
If so you may need a thicker one.

the bolt is not bottoming out. that was my first thought to. and i am using a washer. its just making no sence to me why its not tightening

The bearing has nothing to do with the axle spinning or not spinning

i deleted my first response to that reply.. so i'll try again.. let me explain.. if the bearings are seizing { not turning } , then when you tighten the wheel down , the axle will try to or WILL TURN with the wheel as it revolves .. you asked a question.. you got good replies.. & since you dont know what the problem is , you want to tell me seizing bearing wont make the axle turn with the wheel.. i'll bet the axle is probably turning with the wheel when its not all tightened up too..

If the axle is a tad bit long there's no way you can lock it down.
Spacers being too short can also cause this.

If it's spinning and not tightening, try tightning both sides at the same time. It may not be biting.

If the spacers were too short, the swing arm would pull in to meet them.

Do you have a spacer inside the wheel?

Short spacers make for a long axle, but also make for a sloppy wheel from side too side.

pull the damn wheel.. start from square one.. check the bearings.. the inner spacer shimming.. reassemble watching all areas that may be a prob.. spacers , the axles length.. is the outer washer under the nut sliding over the part of the axle that isnt threaded, { if its that type } .. the issue is right there.. you'll just need to dig into the matter..every suggestion you get your saying thats not it, but the fact is theres nly a limit number of things it can be.. lets back up a little further .. did you have all the bearing & guts out of the hub ?? did you check the bearings ? the inner spacer ?
