To title a spec. contruction bike in VA you need to send the following to the Title and Registration Workcenter in Richmond. (dont waste your time going to the DMV walkin counter as this will confuse them, and they might give you bad info) This info on requirments is straight from a printout they gave me at the DMV, from their intranet resources on specially constucted vehicle registration. They dont list this on their website anywhere. (except a checkbox on the vsa22 form some of it is referenced).
- bill of sale for frame and motor
- MSOs for frame and motor.
- a notorized letter of how you built the bike
- current picture of road ready bike
- application for title and registration (VSA17a)
- application for VIN assignment (form VSA22)
- fees and taxes (fees are listed on the vsa22 form by the special contstruction box).

wooohooo! ive been waiting for this day to come! I finally got the call from DMV about the paperwork I submitted for titleing my bike! I asked everyone fr other peoples expiriences for registering in VA, and got no real info. I followed the DMV's instructions to the letter tho, and submitted my paperwork. Everyone I did talk to kept telling me, I need to get a 17digit VIN assigned from DMV. Even the people at the DMV counter when I walked into try to register.
The woman I just spoke to, who is proccessing my paperwork, just called to ask if the serial # that is listed on the MSO is already stamped into the frame, which it is, and she said, that since its a spec. const., and its on my MSO, that they just title it with that as the VIN! oh manm, i will be so happy if a title and plates show up in my mailbox within the next week!
I only sent my paperwork in a week ago too! the people at the DMV i talked to gave me a hint, and told me to send it in certified mail, so it will get proccessed faster. Apparently, the stuff they get non-certified/priority mail sits longer.. (as far back as Sept im told)
